Most interesting thing about the film 'TENET' is the storyline, which is exactly like the word tenet. Beginning is the end and end is the beginning. It is not time travel exactly, more of a time inversion concept.

I don't want to get too off-topic of 10/10 movies, but it's quite simple. You dismantle the entire organization and rebuild it with new policies (codified laws) in place that can only ever be modified under the power of a delegated person (and not the Director) within the Executive Branch (could be the President himself) as they've already shown they can get out of line, and could very well do the same thing over the next decades as they rebuild.But if we do get rid of the CIA, how do we stay competitive with intelligence?

Organizational values are set at the top, and to get to the top, you must align yourself with the top. And with rot at the top, you only have rot rotating in. So, it's a complete dismantle or chop off the head of the agency and all the high-ranking officials.
That's the only way it can be done.
You can't do it with "more oversight" because there is already a foundation of "the good boy's network" within the CIA that will ignore it or pawn it off to administrative work that would take months to get anything done, and by then, the CIA accomplished the task and buried it so deep it could be hidden for decades.
