When goverment is doing something really bad and against their own citizens. Well, most of the times goverments do that but people are not uniting because they are super busy working trying to pay off their debts. Nobody wants to lose job, even they don't like moves from goverment.
Recently, people in my home country are protesting on a proposed bill that will allow men to go ahead with second marriage, while still being married to the first one, if his affairs made the second woman pregnant. It looks like the government will back down due to this civil disobedience. These are justified when they are done for the just cause.
