Plenty of people saw the danger coming. Major figures in economics, finance, and industry pleaded with the president to reject the bill. On May 4, 1930, 1,028 American economists urged Hoover not to sign it, offering a blunt admonition: “Don’t do this!”
Henry Ford (亨利·福特), founder of Ford Motor Company, personally visited Hoover, urging him to act with caution. Thomas W. Lamont (托马斯·拉蒙特), a top executive at J.P. Morgan, said he felt like “going down on his knees” to beg Hoover, convinced that the bill would do far more harm than good. Over and over, Lamont warned that protectionism would undermine economic recovery, embolden extremist forces worldwide, and potentially spark war.
