On phpBB, which I use, I set https:// to be enabled but I haven't changed other stuff because it always makes the forum inaccessible. However, not warning about cookies could be illegal, but my forum is so small, nobody cares.

I take cookie warnings very seriously because they are very necessary for user privacy and compliance with the necessary regulations. I would advise you to contact your hosting provider to find a lasting solution.
You should definitely warn of cookies. It's pretty much a standard these days.
