Facebook generally is filled with bullies and not just groups only. The groups are where they come together and set up a team to run their bullying show.
Not exactly. You're able to join your own groups and set your own experiences. You don't have to take part of those groups. Most groups are designed to help creators grow their pages and boasts their accounts. The groups are tied into the pages and Facebook takes that into account. You can also click "not interested" and you won't see those groups appear on your feed.

The groups are actually mini communities. Facebook is also "Friends" and "Family", so if there's bullying going on, I'd recommend blocking. There's good and bad apples everywhere, but it's up to the user to take care of their experience on Facebook.
