On phpBB, which I use, I set https:// to be enabled but I haven't changed other stuff because it always makes the forum inaccessible. However, not warning about cookies could be illegal, but my forum is so small, nobody cares.

You should definitely warn of cookies. It's pretty much a standard these days.
